Job Description

Job purpose

Lead Field officer position is primarily a field-based position, which plays an important role in managing Community Service Assistants (CSA) as an interface between the In-Line Chlorination (ILC) program and communities in delivering chlorine and maintenance of devices to ensure uninterrupted supply of safe water to the target communities. The Lead Field Officer (LFO) position reports to Coordinator ILC.

Duties and responsibilities

  • As the lead at field offices, the LFO leadership and oversight over all activities in a satellite office/hub and or the locations that the satellite office support.
  • Manages CSAs, Plumbers, Casuals in an ongoing field office operations.
  • Conducts chlorine delivery and maintenance back checks
  • Supervises ILC devices installations by ensuring Plumbers and CSAs have necessary materials at water points with adequate coordination.
  • Train, supervise, mentor, and coach CSAs, plumbers in the execution of their duties.
  • Field execution of ILC related activities e.g. lead community leaders meetings and local Government sensitization meetings, Water Point Nominations/verification, Chlorine delivery and service, field surveys administration, among others.
  • Support the basic ILC device maintenance issues using hand drills and hand riveting tools and or any other appropriate tools where necessary.
  • Developing weekly work plans and reports for chlorine deliveries, spot checks, maintenance, and promotional activities and tracks daily activities to ensure plans that all plans are executed accordingly.
  • Manage approved funds by the coordinator for daily running of the field and office activities in line with finance policy.
  • Field data administration for ILC device installation and maintenance activities through smart phone technology
  • Engage HSA’s, Community leaders and all stakeholders on program related feedback.
  • Conduct program awareness follow-ups and re-sensitization meetings
  • Ensure sustainable chlorine adoption rates in the field office.
  • Manage data collection requests in a timely and required manner.
  • Facilitating office feedback meetings and timely feedback to Officers on areas that need improvement.
  • Effectively manage all organization items including motorbike usage under his/her jurisdiction with close attention to, fueling, maintenance and repairs.
  • Other duties and responsibilities as delegated by the Coordinator ILC.

Key performance Indicators

  • Chlorine delivery in their location(s) is done according to the agreed upon targets in a timely manner.
  • All devices with issues in their locations are worked on within 5 working days.
  • Device numbers in their location never drop by less than 5%
  • Device performance metrics (Adoption, functionality, and non-empty rates etc) meet or are above agreed upon targets.
  • There is a good working environment in the office that they lead.
  • Device issues reported and resolved/addressed within 48 hours of reporting.
  • Timely and quality data collection, submission and tracking.
  • Number of coaching sessions conducted by the officer and verifiable impact on performance of Community Service Assistants.

Qualifications

  • Minimum diploma in development studies, social work/sciences, or equivalent.
  • Good language skills in English and Chichewa or any other local languages, both spoken and written
  • Motor cycle riding skills with a valid riding license.
  • Proficiency in speaking the local language/dialect is a definite advantage
  • 1-2 yrs. experience working with communities or social enterprises/NGOs
